Southern Leyte’s Libagon town mayor Sabina Bayron Ranque was recently awarded the Gawad Parangal 2025 Most Outstanding Municipal Mayor in the Philippines, 4th-6th class municipality category.
The award was given by the Association of Local Welfare and Development Officers of the Philippines, Inc.
