Restriction eases as province further adapts MGCQ

Southern Leyte provincial governor Damian G. Mercado signed an executive order last October 30, 2021 implementing the modified general community quarantine (MGCQ), effective November 1 until November 30, 2021.
Unlike the previously approved MGCQ, quarantine for travelers is no longer necessary for all persons aged 15 to 65 years old if they are fully vaccinated. These individuals include senior citizens, APORs or those working in government/private agencies (national and attached agencies or local) outside the province of Southern Leyte who have business transactions; and also to residents of the province whose work station is outside the province or whose residence is outside the province and whose work station is within the province.
For individuals travelling with the purpose of basic needs, essential needs, health needs, business must present the following requirements upon entry in the province: either an S-Pass with valid ID and QR Code, or QR Code, Vaccination card and Travel Order.
Traveler may also prepare Health Declaration form signed by BHERTS (place of origin) with a validity of 5 days upon issuance, or vaccination card for fully-vaccinated individuals, or BOQ Certification.
APORs must present the following requirements: either S-Pass with valid ID and QR Code of the province or Valid ID, or Travel Order or Certificate of Employment, QR Code and vaccination card/certificate. Mandatory rapid antigen testing of APOR’s for those from outside of Southern Leyte prior to the performance of their official duties in the LGU of destination is mandated.
For APOR passing through Southern Leyte and going to Mindanao or other areas outside of Southern Leyte, the following be presented at the checkpoints: either S-Pass with Valid ID and QR Code; or Valid ID, QR Code and vaccination card. APORs without any of the required documents are not allowed to enter the province and in the business establishments.
For Tourist or Non-APORs coming from Luzon, Visayas and Mindanao and traveling for leisure, recreation, pilgrimage and tourism vaccination cards will be presented for fully-vaccinated individuals, instead of presenting Negative RT-PCR/Saliva Test Result; S-Pass with Valid ID and QR Code. Quarantine is no longer necessary.
Residents who want to return and live permanently in the province must present the following: S-Pass with Valid ID and QR Code or Acceptance Letter, Valid ID-QR Code and vaccination card. Fully vaccinated individuals must have seven (7) days home quarantine; for partially vaccinated individuals seven (7) days in quarantine facility with antigen test; residents without documents are required 14 days in isolation or quarantine facility.
Returning overseas Filipinos (ROFs) and foreign nationals must present S-Pass with valid ID, QR Code or BOQ certificate with attached negative RT-PCR swab test result, vaccination card and valid ID; for fully vaccinated a facility-based quarantine until the release of a negative RT-PCR test taken in the quarantine facility upon arrival; if the RT-PCR test results went negative, self-monitoring is required for any symptoms until the 14th day; for unvaccinated or partially vaccinated individuals, a facility based quarantine is required until the release of a negative RT-PCR test taken on the fifth (5th) day and self-monitor until the fourteenth (14th) day of arrival; unvaccinated or partially vaccinated minor children travelling with their fully vaccinated parent/s or guardians must observe quarantine protocols corresponding to their vaccination status.
Those fully vaccinated without RT-PCR test results, must quarantine with RT-PCR on the fifth (5th) day plus home quarantine until tenth (10th) day; for unvaccinated/partially vaccinated facility-based quarantine until the release of their negative RT-PCR test taken on the seventh (7th) day and home quarantine until 14th day. ROFs under government and non-government-initiated repatriation and bayanihan flights, must undergo 14-day quarantine, 10 days on quarantine facility and 4 days home quarantine and RT-PCR results on the seventh (7th) day.
